I know these numbers are generated from the financial aid office, but it just seems like they pull them out of thin air.

... and following Department of Education guidelines. So I'd imagine there's some oversight going on there. But I agree. Without knowing more re how these numbers are generated -- this all seems a bit surreal.

THere's something else going on w/ these numbers since "tuition" clearly isn't being factored in (already paid) --- I've read that some schools (mostly the privates) keep their other reported costs low so as to avoid 'sticker shock.' "Might' be one factor >>>

Federal Student Aid (FSA), an office of the U.S. Department of Education, is responsible for enforcing the financial aid rules and regulations required by the Higher Education Act and the U.S. Department of Education and managing the outstanding federal student loan portfolio.

The cost of attendance (COA) (also known as the price of attendance) is the estimated full and reasonable cost of completing a full year as a full-time student.

As of October 29, 2011, every post-secondary institution that receives federal financial aid funds must post a Net Price Calculator that shows the institution's Cost of Attendance — defined by the federal requirement as the sum of tuition and fees, room and board, books and supplies, and other expenses including personal expenses and transportation for a first-time, full-time undergraduate student — and determines for each prospective or current student a personalized Net Price, which is the difference between COA and need- and merit-based Grant Aid (not including work-study programs or government subsidized loans).

The published cost of attendance establishes the limits of financial aid and student loans available to the student.

See above --- the CoA used by athletic departments doesn't include tuition for obvious reasons. I'm not sure how Memphis arrived at the $5,373 CoA. Boise's is $5,100 and one of the best G5s AFAIK.
