The answer is "Yes". A conference like this was BCS worthy.

RE: Hypothetical question
Borderline though. That's what the Big East was supposed to become more or less before a few got invited to the ACC post-Miami.

West Virginia went on a tear right after. It really solidified the Big East as a football conference.

Borderline, perhaps. Not clear, though, without the collapse of the Big East (which I assume is part of the assumption in the OP), how those four schools get added in the first place. Strength wise, it is pretty close to the ACC and the Big Ten. However, substituting ECU and Memphis for Navy and TCU sends them south of the border as just the strongest G5 instead of the weakest P5.

RE: Hypothetical question
I'd prefer to go local.

NORTH

BC
UMass
UConn
Army
Syracuse
Rutgers
Penn State

SOUTH

Temple
Pitt
WVU
Maryland
Navy
Cincinnati
Louisville

Cincinnati and Louisville aren't Northeastern, but I can't see leaving them out.

I'd quite enjoy this conference.

Yes.

First of all, the entirety of what was a AQ BCS Conference remained intact. Under the formula set by the BCS System, the old Big East still met the parameters/formula keeping the AQ bid to a BCS Bowl. I think CFB would have had a major lawsuit on their hands if all of a sudden they said one day that they were ending the BCS system, creating a new one and kicking the Big East to the curb.

The second point I would add is the additions of TCU, Houston, Navy and UCF would have been a net gain to the BCS Formula, not a subtraction. Those schools were all winning programs with 10+ win type seasons the year before they were added.
