DeKalb may have shrunk, and sure maybe champaign and normal grew. But if you look just the right of NIU on the map above, there appears to be quite a bit of population growth and what appears to be quite a large Metro Area.

At some point in the near future Dekalb will truly be part of Chicagoland. Right now, there is just enough farmland between Aurora and DeKalb as a separation.

RE: NIU: Illinois population shifts
Map shows growth in Springfield (Sacred Heart Griffin) Effingham (St Anthony, Breese Mater Dei, Teutopolis) & Quincy. Unknown to many in Northern Illinois; there are some quality football & basketball programs in those regions that NIU would do well to pay more attention to and recruit harder. Teutopolis has been a hoops powerhouse for decades and Sacred Heart Griffin has a trophy case of football state titles.

Someone had already mentioned Chambana's growth and interesting that NIU has signed a standout WR from there. With Illinois's myriad football issues and a HC who may very well be on his way out, NIU's football staff should continue to work that region effectively as well, especially with NIU playing more P5 teams in the upcoming years

Technically, DeKalb is part of Chicagoland already: http://en.wikipedia.org/wiki/Chicago_metropolitan_area

It's actually a unique/hybrid situation. DeKalb isn't fully part of Chicago, but is also not fully its own metro. If I'm not mistaken, several other major college towns fit this bill:
Ames, IA (Des Moines)
Ann Arbor (Detroit)
Boulder (Denver)
...and I'm sure several others

There's two main ways of defining a "metro." One is by continuous urban area (DeKalb/Sycamore/Cortland is its own metro by this measure). The other is by socioeconomic patterns; DeKalb is clumped with Chicago on this one, because enough people commute back and forth between the DeKalb area and other parts of the Chicago region. DeKalb is "officially" a part of Chicago solely because of how the US Census compiles its statistics. In most practical aspects (civic structure, taxing districts, etc.), DeKalb is independent from Chicagoland. It even has it's own MPO (Metropolitan Planning Organization)!

The big picture is IL is not growing like other states. Population growth movement continues in Sunbelt.

The Dekalb/Sycamore "area" has green in it, thats better than many areas outside Chicago proper.

Glass is half full, now build that hotel! 04-cheers
