"The use of force demonstrated in the incident involving Mr. Washington was not in compliance with department policy or training," said Captain Rick Pennock in a news release. "We take matters such as these very seriously and require that officers at all times exercise appropriate restraint and good judgment in their dealings with citizens."

Slurred speech
Loss of control of motor functions
Disorientation, confusion or drastic change of mental status, including irrational belligerence and/or violence.
What else causes those same symptoms?
Incidentally, diabetic shock.
Intoxication
When you are on the side of the road with your life in the balance you do not have time to do a clinical analysis.
