This is not a new phenomenon. I first saw colored hair at Bradley University (Peoria, IL) in 1981. The girl that sat in front of me in sociology class had green hair.

Yeah, it's not unusual to see stuff like that in college. However, it used to be that upon graduation all that stuff went away as a job was needed. These days, not so much. Of course, lots of these folks we are talking about aren't going to college in the first place.

I would also be concerned about an active Facebook profile that has NOTHING on there. That doesn't sound like a balanced individual in my eyes.

If that is what you want to do then you are better off using Linkedin.
I've personally seen at least 6 people not receive a job offer because of things they have posted online, on Facebook. Those are people that would have otherwise received one.

I use LinkedIn for professional connections, not personal. FB is not for professional relationships, which is why I never friend any coworkers on FB.
