That's because the guns people have gotten what they want by offering the butter people a little more butter in exchange for their vote, and the butter people have gotten what they want by offering the guns people a few more guns in exchange for their vote, and nobody on either side has thought about where it all comes from. That's why a balanced budget is so important.
