So does this mean that in-state students are going to see tuition rises of about $3-4k? If that happens, then this is going to get ugly... ...and fast.
Administration is just going to have to cook the numbers even more than they already do.

No - tuition is separate and set. These are projected 'living expenses' -- so experiences could and certainly will vary --- unlike the set cost of tuition.

Tennessee ($5,666) and Auburn ($5,586) offer the most money for full cost-of-attendance not only in the SEC, but in the entire country. Auburn athletic director Jay Jacobs has no problems with his school's high figure. In fact, he told USA Today in February he thinks the high number should be helpful in recruiting....

That's better than some -- Alabama, Texas A&M, Kentucky and Vanderbilt are all below $3,000 -- but could still put the Bulldogs at a disadvantage. Georgia Administrators are trying to ensure that all COA numbers are basically real/true...and make the process transparent.

The Financial Aid offices are the ones supposed to be figuring the CoA numbers out, using DoE guidelines. I wonder how many athletic department personnel are secretly nudging the Fin. Aid offices to up their numbers.

Well, Tulane's should at the very least be about $2300, because that's the amount they already list for additional costs over tuition, room, and board: http://admission.tulane.edu/aid/tuition.php.
I would imagine schools are using numbers that include more than that (for example, this one adds on transportation that's "variable"), which is why I think $2300 is our minimum.
