So then an offensive player could just run right through defensive players? That doesn't make sense to me.

To the extent they can without the ball, sure. You already can't just shove through people with or without charging. Much less than that, knock yourself out but you won't score much. Offenses seek contact for free throws not because it makes scoring FGs easier IMO.
