With the legislature session ended, that means that new legislation in response to Watts' decision will have to wait until next year unless the Governor calls a special session for another reason.
The legislative session will be active. It ends June15th.
The summer students will be on campus

Expecting the worse and hoping for the best has always been something like a personal motto for me. Nothing wrong with being positive. I encourage it actually, but high expectations usually don't amount to much when you're dealing with people of this caliber. Being real, I also believe football and the other programs will eventually return. It's really just about how long the administration wants to hold out at this point.
I chalked the lack of a press conference up to the PR money at work. It's a lose-lose situation for them regardless of the outcome, so the safe play would be to advise him to avoid the situation entirely. The timing of it, though, is the most interesting to me.

I agree. If they actually reinstate football, the media would ask why didn't they go to the donors in the first place before killing Football. If football is not reinstated, Watts won't want to discuss why he declined 15-25 million dollars in donations for football if money was the issue.
Either way Watts doesn't want to answer these types of questions.

i would have been shocked if he had a press conference either way. its not his style, and even if he announces reinstatement, he'd good booed of stage for being a moron in the first place.
under the best circumstances, a press conference is a no win situation for him

I agree, and if makes perfect sense to me that he'd do it this way. Half of Birmingham would be at that press conference, and regardless of what the actual announcement is, it will be emotional, and might escalate into something dangerous, either through anger or raucous celebration.
Disappointing to the blood thirsty I know, but a reasonable decision is the circumstance.

Plan to host a party/rally on the Green? Perhaps convince the Greeks to pull out the cots to host visiting students not registered for the summer?
