If Ken Griffey Jr. had gone the roid path of the other players of his era he would more than likely be the all-time leader ahead of even Bonds. Not only would his power increase allowed him to hit more HR's but more importantly it would have kept him healthy. In his 9 seasons with Cincinnati he was injured the equivalent of nearly 3 seasons which is another 100 HR's.

Bonds hit well over 300 HR's past the age of 35. Griffey Jr hit well less than half of that. That's where steroids really help more than anything. They keep you healthy and increase your high output lifespan.

Which is why the 'roid era of home runs aren't a true indication of the record. In all of American sports, the home run is the most hallowed and valid barometer of an athletic achievement.

Girffey Jr. deserves to be #4. To be behind Aaron, Ruth and Mays is a tremendous achievement. If he had not be injured those years he would have passed Mays, likely Ruth and even Aaron, the true home run king.
