Not sure I agree with this. As a district gets too large, it's really tough to maintain control. Honestly, the company I work for (think very, very large) came to the realization that factories that are really large and offer economies of scale were just too difficult to control and have been going to smaller, but more numerous factories.

One would intuitively think that larger schools are less expensive, but in reality aren't. The very large schools just build layers of administration while the small schools tend to run leaner administratively. The smaller schools don't really spend any more per pupil than big schools.
