Probably because he hadn't signed his letter of intent yet. Coaches are not allowed to discuss players until they have signed.

Does Collins even sign a LOI though? He was already enrolled in a 4 year school and I'm pretty sure you only sign the LOI the first time. Collins may have been waiting to make sure no other programs would give him a shot at QB. Who knows.

According to the NCAA transfer guidelines it looks like he does sign a LOI

National Letter of Intent: NCAA schools that are part of the program may send a National Letter of Intent to a prospective student-athlete they have recruited. The letter is a legally-binding contract. It explains what athletics financial aid the school agrees to provide the student-athlete for one full academic year, only if the student is admitted to the school and is eligible for financial aid under NCAA rules. If you sign a National Letter of Intent, you agree to attend that school for one academic year and other schools that are part of the National Letter of Intent program can no longer recruit you.

Here is 247 ratings. It is funny how all over the board the ratings are. Embry is the lowest rated player yet he originally signed with Iowa.

On April 8, 2014 he was rated at 0.84 with 3*. 18th ranked in MI and 72nd overall CB.

In May 2013 Meeks had a composite of 0.82 and 3*. 203 in FL and 106 OLB.

Seth Collins was a 0.81 and 3* as well

FS/WR Dexter Warren 6'1" 165 lbs. from Chicago Phillips is a verbal. Rated as a 2* by scout. He had offers from CMU and Ball St. Class of 2017.
