Most, then. It may be a couple of things like the cost of tuition/scholarships or their lack of desire to pay more to compete in that arena (stipends)?

The article literally says it's because private universities want to be able to continue to lie to their students about the cost of attendance being less than it actually is, as to not scare them away from enrolling.
