Rapists have parental rights in 31 states
Sorry to interrupt the outrage over movies, a pizza place and whatever faux crisis both sides have for this Friday. So in 31 states if the victim keeps the baby after being raped, the rapists actually get parental rights. Now there is an outrage.

(a) The Fourteenth Amendment’s Due Process Clause has a substantive component that “provides heightened protection against government interference with certain fundamental rights and liberty interests,” Washington v. Glucksberg, 521 U. S. 702, 720, including parents’ fundamental right to make decisions concerning the care, custody, and control of their children, see, e. g., Stanley v. Illinois, 405 U. S. 645, 651. Pp.63-66.

Do parental rights in this use inherently mean having custody of the child, or is it more of a legal distinction which allows the state or rape victim to go after the rapist for child-support?
