Can the ACC sustain its hoops success next year?
There's a potential for a serious talent drain after this season. Louisville is looking at losing four starters, and Duke could potentially do the same. Justise Winslow's performance in the NCAAT could really boost his NBA stock, and if Okafor and Tyus Jones leave early, he could be tempted to join them. That would leave Duke with only 7 scholarship players, including their two signees so far. There are still some gems in the 2015 class who are unsigned, so some might wind up in Durham. But that would leave Coach K with a very inexperienced team.
The league race next year could be more wide open than it has been in years.
Will Winslow and Jones go pro, or can K persuade them to return?

If Tyus Jones leaves, Duke would not have a true point guard. I don't see Matt Jones or Grayson Allen carrying that team very far.

I do think it could be wide open, but we'll know a lot more on rosters a month from now.
Louisville is losing 3 starters at the moment. Blackshear is a Sr & Harrell & Rozier are entering the draft early. PG Snider will be a Soph, and Center was split between Onuaku/Mathiang. They will be a Soph/Jr.
To you ultimate point, the Cards do only return 19% of scoring. Per a UofL stats guru on our Scout board, that is the 2nd lowest % for UofL since the 1940's. Even with a highly rated incoming class of 4 freshman, we still have 2 scholarships available for next year due to Rozier/Gill leaving.
From what Pitino's said, look for them to be used on guards who graduate this spring and have 1 year of eligibility left and/or a JUCO. One possibility is Rozier's friend Trey Lewis from Cleveland St. He averaged 16 a game and is leaving CSU. UofL needs to balance classes out some as currently our 11 scholarships for next season are as follows:

Carolina loses no one so they should be pretty good. Maybe they find a way to finish games. Ingram would really help as well

I would expect Ingram to pick Duke before Carolina given the amount of playing time available there. But he may be waiting to see how many leave Kentucky early before committing to anybody.

Next year UVa and UNC and perhaps Syracuse will lead the top of the league, with Miami most likely to compete. Duke, Notre Dame, UofL, and others will perform subject to how new players develop.

UofL is in Rebuild Mode next season in Basketball...2016-2017 will be back...i do expect at least another NCAA Tournament next year though.

Maybe some of those 50 or so Guys looking to play at Kentucky should consider Duke and Louisville as an alternate for Those 8-10 spots at Kentucky after The current ones all leave early.

With McCulloch's decision to enter the draft, it appears that Syracuse has now resolved their issues with the reduction of 3 scholarships. I believe they will have 10 scholarship players on the roster for the 2015-16 season, 3 of whom will complete their eligibility that year. So there should be no need to delay implementing that reduction for a year to accommodate the incoming freshman class. And, they will be able to sign 3 more next year, one of whom has verbally committed.
There may not be any truly dominant team next year besides Virginia, but right now it looks like a bunch of other teams will be good enough to make the Dance. If Duke can sign one or two of the remaining uncommitted stars of this recruiting class, they should be OK, as will UNC, State, Cuse, Notre Dame, and Miami. If Pitt and Florida State play up to their potential, it could be a real dogfight for those bubble bids.
