Police catch man in HOV lane with Dos Equis 'most interesting man' cutout

Never have seen a stop like that.

But I've seen internet pics of mannequins and the like dressed up to circumvent that law.

Nope, not here, but I saw quite a few cutouts & mannequins in an HOV lane during rush hour in Washington, DC.

I received a ticket last fall between Appling and Germantown rd. Clerk dismissed it and apologized for my inconvenience.
