I highly, highly doubt they would go down that path. That is essentially setting the building on fire. At any rate, I will be doubly shocked if budgets get passed before the end of the session anyway.
With the Bentley tax plan and the hole in the budget such that it is, we're going to see at lease one special session this year. Jack's bills may be procedural casualties of all of this budget mess

Maybe they should redirect some of the money from Watts' PR campaign and security detail, and the BOT commercials, and all the nondisclosure agreements, to funding education instead of raising taxes. I think that's a great question to ask Bentley. It sure seems like the broke education system has an awful lot of money sitting around to put out fires.

As a teacher, I highly doubt that a filibuster would go over very well. It may in fact alienate supports that we currently have.
With that said, I seriously doubt that an education budget or any budget for that matter gets passes in this session. I'm not so sure that it would get passes in one extra session.

Except that there's a weird procedural quirk that could prevent them from being passed until there's a budget passed.
Yep, according to the rules the legislature can not pass another bill until the budget is passed. I don't even think they can even discuss other bills until then, but I may be wrong about that part. Still, even if the budget doesn't pass until the 1st, 2nd or 3rd special session, I can not imagine that they can go home before taking up other issues. That would truly be a do nothing legislature.

They're passing bills now, but I think to get around that rule they have to have unanimous consent to override or something? Whatever it is, it works in such a way that a very small number of (or even one) legislators can derail a bill that would otherwise pass if the budget were done. This tactic delayed the Free the Hops bills from passing for at least one if not two years.

if the budget has not been adopted, all bills must pass a preliminary BIR (budget isolation resolution) vote before they can be brought up before the house/senate. the BIR has to get 3/5 of the votes to pass. i listened to this vote many times while waiting for the free the hops bills to pass. i was hoping those days would be over.
