There's no such thing as a "preliminary" or "draft" document when it comes to communications like this. If it was sent from one party to another, it should be available.

a. Yes.

b. In 2013, Alabama was ranked 50th by the Better Government Association for openness. There is no deadline to respond, no appeals process for denied requests, and no penalty for failure to fulfill a request. Albania has more open access than Alabama.

When this story came out this morning, I thought there's no way he could survive this. Then he doubles down yet again with this ridiculous statement.

This whole saga is almost beyond comprehension. You just can't make this stuff up.

+1 I think that on nearly a daily basis. Things have always been a little odd in Blazer-land, but this story is beyond the pale.
