Possibly there's a semantic misstatement in your question, then.
"Most consecutive career wins" = "a perfect record" within that streak, obviously. This is what is the NCAA tracks in the records I cited above.
Maybe you meant to ask "Among those pitchers who had a perfect career record (i.e. all wins/no losses for their entire college careers), who had the most victories?"
I'll look now to see if the NCAA keeps such a stat, or if someone else claims to hold that record.
UPDATE: Noah Wimmer had a perfect 25-0 career at Trinity College (Hartford, CT) in 2002 ... but that was in Men's Squash. :-)
And it's not Rowan's Josh Schwartz. He was 3 6-0 his soph-to-senior years (2003-5), but had a 2-3 record in his freshman campaign (2002).

Blake now has the Rice record for consecutive victories. He came into this season tied with Jeff Niemann (18). Here's what the Rice record book entry (p. 101) for consecutive wins was at the beginning of this season:

The Division I record is 26 consecutive victories, shared by Kyle Sleeth, (Wake Forest, 2001-03) and Scott Nielsen, BYU (1978, 1982-1983 (1-0, 11-0, 14-1, lost his last start). Eight D-I pitchers have won 21 or more games in a row, including UT's Tony Arnold (21 in 1979 & 1981). The Division III record for consecutive victories is a whopping 37, set by Josh Schwartz, Rowan (April 29, 2002-May 27, 2005). Next is 25 by Dennys Gomez, William Penn (March 12, 1993-May 10, 1994). It's Academic! How many other It's Academic alums are there on here?
I was a stealth recruit - I only joined the team a month before. I had moved into the school only for my senior year, so they really didn't know who I was until January. I was put on the first team during a snow cancellation shortly before the showing. Our team was perfect - didn't miss a question. But we played against a Bethesda area team that went with a buzz in early and try to guess as many right as possible. They won.
