They didn't take the NC away because they would then have to turn around and take it from UNC.

Set the precendence now so people can't say "yeah but...."

Maybe a test was taken and Rose took a test but the two didn't match up...That's one explanation.

The NCAA has no official "position" on whether Rose took his test. In finding that Rose was ineligible, the NCAA made no finding one way or the other on whether he took it or not.
