No, it's spelled out in a pretty clear manner.

The legislative branch passes law, the executive branch enforces it, and the judicial branch interprets it. Articles I, II, and III.

The legislative branch has the power to levy taxes and the executive branch has the power to collect them. Article I Section 8.

You're right - the system is common knowledge. But what makes it unclear is the fact that the Judicial Branch interprets the law - and by extension the Constitution - making them the real 'check' on the presidential power. Without that, there's really nothing the legislature can do, because any of their actions would have to be approved by the president or extremely strongly passed (and with the rampant partisanship today, that ain't happening).
