I saw white and gold. Then, 20 minutes later I saw (as plain as day) black and blue. I'm convinced the embedded image is being tampered with, i.e. the pulling and plugging of different colored dresses every so often, or some other tomfoolery.

That's not the case as I have the image downloaded on my phon . Something funny with the picture itself that plays on your eyes/brain.

to me it looks like light blue and gold

the dress behind it to the left looks like it's black or navy, can't tell and white. Using that for a reference point, this dress looks light blue and gold to me. And no, it never changed colors on me like many have reported.

I've seen a pink and green version of this picture. This example is white and gold. The slight blue haze is light reflection and shadows. Remember the dress is facing away from the light.

It is white and gold but the shading on her back distorts the lighting, making it appear bluish/black. A theory anyway.

Nope. My wife and I looked at the same picture and she saw gold/white while I saw black/blue. It has to do with the sensitivity of your 3 color receptors and the fact that the background is a washed out white.

Your eyes deliver signals, but your brain controls what you see. It is constantly trying to compensate for shadows and over/under exposure while your iris responds. Blocking out the washed out white or increasing the brightness of your display will cause your brain to flip with switch on the picture and show you something completely different.

Here's a neat illusion that illustrates this (the A and B squares are the same shade):
