Is the timing of this critical with the SACS visit?

I can assure you it was coincidental. With regard to SACS being in town, I would say the timing was "fortuitous".

The money for all of PR work comes from the UAB or the UA system. That spreadsheet contains estimates for the PR various work. John A. could not yet authenticate that the estimate had been approved, nor was it clear what had been paid as of yet. It is clear that everything which has been done so far was very expensive.
