Nd isn't an acc school. I don't get why some people keep including them. And should a school be considered a "real power" if they haven't won a national championship in roughly 35 years?
Duke is "almost" a "real power"? No. Not even close.
I can't tell if you're ranking acc schools for the 2015 season or ranking them based on how they'd fit into a "best programs in the country" type of list, like that king/duke/baron list some have used.

Next level: Clemson

Potential challengers: ul, duke, gt
Fading challengers: vt, miami
Marginal: unc, nc state, pitt, bc, uva
Bad: wake, cuse
Clemson is like uga, can't get over that final hurdle, but very good otherwise.
ul still has a ways to go but seems to be well positioned and one of the few acc schools on the rise. duke is likely only here briefly as they're above their average long term ceiling, and they haven't actually been "challenging" the acc's best these last several years either. Gt probably won't ever get higher than here, and will fluctuate between here and the rung below.
Vt and miami were once proud but are continuing to slide down or have already been mediocre for a while, like tenn.
Bc has played to their potential under addazio, surprisingly (I thought he was a bum). Unc, nc state, uva and Pitt are underwhelming. Good recruiting areas, mediocre results.
Wake will usually be near the bottom. Just will. Cuse has a much higher ceiling than this, but this is where they are now. Duke will probably be hanging out here a lot in the near future. And schools like bc, pitt, cuse, nc state, unc, uva will always poke their heads in to say hi at times.
