Or worse, because they keep getting caught and no one else gets caught. It depends on what you mean by slightly. There's already a range in inflation that is allowed, so balls that are slightly under inflated are still legal.

Former NFL QB Jeff Blake (13 year vet) just came out and said this has been going on for decades. Every QB inflates or deflates the ball to suit him. He said he did it in every game and so does everyone else. This is a non issue.

Players have been inflating and deflating balls for decades. The Ravens got mad because Brady told them to check the rule book and stop complaining about the various Patriots' formations. The Ravens called the Colts and the Colts pointed out the balls to the refs because they were getting beat.
