Who has announced?

Steinbrecher already said the MAC schools will offer the FCoA. Not sure its necessary for individual schools to also announce what has already been announced at the conference level. Its a given.

I think the conference decided this at a meeting this Winter; all schools will be paying the stipends,

Has anyone from the MAC announced what sports will be included?

NIU's AD announced that all sports will be included beginning this year.

Different schools have different sized gaps between what is provided by a full tuition scholarship and the full cost of attendance at that school.

Precisely ... FCOA goes into a range of different student assistance formulas. For instance, when a student has a academic scholarship from an outside source and an academic scholarship from the university, the university would normally cap their scholarship at the difference between the external scholarship and FCOA.
