This is a very complicated subject.
I doubt 3 - 5K / athlete at EMU. Maybe 2K x 450 athletes = 900k (I think the number of athletes on scholarship would decline).
Some schools, rich ones, want to set their COA as high as possible so their recruits will get a greater stipend than other schools stipends.
If one school says: "Our stipend for the next academic year will be $4,000." Another school says, "Our stipend for... will be $2,500." Suddenly big recruiting advantage for the 4K school.
MAC would phase it in. Yes, maybe some sports would get cut. Hope not something like T&F which has both men and women (Title IX considerations) and has a large number of scholarship athletes. More than any sport other than say football or baseball?????
Maybe the G5 conferences opt to go down to say 75 or 80 football scholarships??? That could save over 250K / year.

I believe each conference sets its own guidelines as to what to pay under the cost of attendance. This will cause problems within the power 5 between the have and have nots in football. I don't see the MAC on a per athlete basis attempting to pay the same stipend as the major conferences.

Couple of key points (NIU's perspective):
1). Min. cost 800K / year to NIU.
2). Calculated COA based on a full scholarship. Some sports permit partial scholarships. Presumably 1/2 scholarship athletes get 1/2 COA.
