Interesting thought from a former Bama administrator I know.

He believes that impermissible benefit cases are going to result in harsher enforcement. So many of those cases in the past have had a compassion element and everyone knew many kids couldn't afford emergency travel or to even to replace clothes. With full cost he thinks the committee will be much tougher.

What about the ones who get their money up front (even at the beginning of the month) and spend it all?

It's a little more like AllThat said. The SEC already has the culture in the Deep South set up so that everyone keeps quiet about the money that is already spent to get recruits. They have the advantage of having that secrecy in house while "intruders" wouldn't be able to get away with such against the rule dealings. That is why this new legal route of doing such is such a threat to the SEC. That is why they want everyone to have to show all of their legal doings, because they can always continue with the against the rule money funneling.

I understand why they would put forward that proposal, so on an intellectual level it makes perfect sense. That doesn't mean it wasn't completely dirty of them to be the ones to make that proposal though. It made me laugh. That isn't an attack on SEC folks here as I am sure you guys know about the SEC dirty laundry.

That's all I was trying to point out. As for the Bag Man story, of course it happens in the SEC, but do you really think that is the only conference was such activity takes place or that the majority of rosters are filled out in such a manner? That $100 dollar handshakes have been completely irradiated? It's an entertaining article to be sure, but high school players from Texas aren't going to Eugene simply because the uniforms and to K-State for Bill Synder alone.

And yet, it was the SEC that put forward the proposal and the others voted it down. You and Ken and try to point your fingers at everyone else too but the facts remain that the SEC wanted to put tabs on what everyone spends according to the rules. The best explanation for that is that the SEC has the most free flowing under the table cash in the game. They also have all the local connections to keep that hidden. The influx of "by the rules" cash is a bigger threat to them than any other major conference.

The proof is in their actions during this voting.

The SEC wanted disclosure on what was spent in exception to the typical rules. There is a method to stay "within" the rules while totally flouting them. All you have to do is get the financial aid officer on your side to make an exception to the normal numbers.

Its like with the partial qualifier rules. The Big 12 and SEC knew schools would abuse it and put conference limits on it. The other conferences didn't.
