Maybe I'm missing something?....The way I took it is that he's saying he hadn't seen the analysis of the "media's" breakdown of the Carr report. He then goes on to explain a little bit of what's actually in the Carr report itself.

I got the same impression. That is that he has not reviewed the media analysis of the Carr report but did know what was in the Carr report itself.
