Did that only apply to certain areas? Never heard of it and I had 2 kids in school during Bush's term. Never heard anything about lunches actually.

Yea, that reads pretty closely to what I recall. It went something like this:

Overcooked, clumpy spaghetti "noodles" still swimming in our warm brackish water, hand scooped by our Chef with common ice cream scoop, then covered in our Housemade canned tomato sauce thinned by yet more luke warm water.

Served on our finest chinette style paper plates sure to leak through, with a sliver of hand cut crusty day old bread left over from the meatless "hoagies" we tried to pawn off on you yesterday. Topped with butter "spread".

75 cents.

Oh, and milk. you get a half pint of milk with that too.
