Click on the ID of the poster. Then click on rate in parenthesis next to his current rate. A new window will open that will allow you to rate that poster.

You can also give rep for individual posts. In a web browser, below each post you'll see

Much simpler, I never noticed that icon.

At some point, "the man" imposed a minimum post count in order to give rep. Jay M. may be below that threshhold.

Indeed. I want to say you need a minimum of 500 posts.
