The state Board of Regents for the first time is requiring would-be teachers to pass the Academic Literacy Skills exam.

Unions aren't going to like this

Lower the requirements. Problem solved.

-Works with fire departments....they increased the number of female candidates, didn't they?
-Works with secondary school....more kids than ever are graduating high school.

Spend more time studying and less time protesting would be a good start.
