The big hold-up is that it's a lot easier to impress people on a visit than for them to look at the dollars and cents later and come to the same conclusion. Certainly not saying it won't happen, but this is still too indirect for me to quite push me over the edge into buying it (it helps though).
I hope there's some truth to it and I hope Huggs is talking about Cincinnati, BUT it's most likely that the coach he talked to thinks they're going to the B12 and Huggins is relating the story as the coach says they're going to the B12. But neither of them really know. It may happen or it may not. The B12 is obviously evaluating its options and probably hasn't made any kind of definitive decision yet.

I think Frank the Tank makes good points as to why UC is probably at the head of the B12's expansion short list, but there is a big difference between "if we expand, you are almost certainly going to be one of the two", and "we are expanding, and you are going to be getting an official invitation as soon as we have the details sorted out" ... but either of those could end up being described in similar terms to someone in a casual conversation.
If we hear that the CCG is being deregulated, it will still be at twelve but the choice of participants will not have to come from division champions, then we'll be able to infer that the B12's Plan A of having a CCG with 10 was not able to get the numbers, and so they lined up behind a Plan B of being able to expand by 2 but avoid a big divisional fight over which "northern" schools get to play every year in Texas with a non-divisional "fixed rivals and conference rotation" scheduling.

Some sports bloggers have speculated that there may be a decision on removing the CCG divisional requirement (but not the twelve team requirement) as soon as January.
In any event the next two meetings of the NCAA presidents are as follows:
Monday, January 12, 2015, 3 p.m. (Eastern Time), conference call.
Wednesday, April 29, 2015, Indianapolis, Indiana.
