I'm sure it's mostly just theft. Are the installing solar panel in the UK or adding scrubbers on combustion plant? Otherwise I'm sure most of the money drained down that rabbit hole known as 'planning'.

Does anyone really believe that the sacrifice of such a small country will make a global impact on a nonexistent problem?
