Yes, different accounting methods and what is included as part of the athletics budget can drastically change the numbers. I understand JMU's numbers are inflated because they include much more as part of their athletics budget. Coastal Carolina's numbers seem a bit high for the size of the school.

Roughly around 22.5 million for TxSt. Although keep in mind that this is a dedicated fee voted in by the students themselves ($20/credit hour). There is very little chance that it gets taken away anytime soon, and as long as the University keeps growing that pot gets bigger (added another 1500 students this year alone).
With that said a lot of that money is going to pay for upgrades done to the stadium and other facilities.
