Take for example, the Orange will have hopefully a top 20 team due to ACC tie-in. When it is the years of fewer access teams, it could get interesting. If they are ranked ahead of teams, yes. What this does though is prevent situations like a few years ago where Michigan and Va Tech played in the Sugar despite being ranked 11 and 13- while #6 or 7 Boise St got the shaft.

Like this year- Oklahoma will finish 9-3 and about 14. They won't be able to go to an access bowl, but say same time Kansas St beats Baylor- Kansas St would be going to one. Where before, those would have switched if either got in.
