If they had seeded it 1-24, then opening round would have paired up #9/#24, #10/#23, #11/#22 etc, etc until #16/#17.
I think it might have been something along these lines (did this without looking at any polls/rankings but simply looking at schedules & results). How do you'all think it would have gone down?

#9 UNI (8-4/6-2), 2 close I-A losses, 2-2 vs playoff, beat NDSU.
#10 SELA (9-3/7-1), 0-1 vs playoff. (think 1st Southland would be before 3rd CAA).
#11 JMU (9-3/6-2), 1-1 vs playoff.
#12 Montana (8-4/6-2), 7-4 Div I, 1-2 vs playoff (played @ NDSU closer than SDSU).
#13 SDSU (8-4/5-3), 7-4 vs Div I, 2-2 vs playoff.
#14 RU (8-4/5-3), 1-2 vs playoff.
#15 Fordham (10-2/6-0), 0-1 vs playoff (lost to VU 50-6).
#16 EKU (9-3/6-2) played 2 I-A, beat 1 (Miami of OH), 0-1 vs playoff.
#17 Montana State (8-4/6-2) (5-3 vs Big Sky teams as they lost vs EWU "OOC"), 7-4 vs Div I, 0-2 vs playoff.
#18 SHSU (8-4/7-1), Southland AQ, DNP SELA. 1-1 vs playoff, thumped by a Div II powerhouse
#19 Ind St (7-5/4-4), 2-3 vs playoff.
#20 Liberty (8-4/4-1), 6-4 vs Div I (played 2 I-A (beat App State), played 2 Div II, 1-1 vs playoff (lost @ Ind St).
#21 SFA (8-4/5-3), 7-4 vs Div I, 0-1 vs playoff.
#22 Sacred Heart (9-2/5-1), 8-2 vs Div I, 0-0 vs playoff, beat UD.
#23 Morgan State (7-5/6-2), 6-5 vs Div I, 0-1 vs playoff.
#24 San Diego (9-2/7-1), 8-2 vs Div I, 0-1 vs playoff and 0-1 vs scholarship (lost 34-3 to Cal Poly, only scholly team they played).
Ironically, with 2nd round #11/#22 winner @ #6, such a seeding would have left #11 JMU @ #6 Villanova 2nd round..
