There is a statute that supports his position. Odd statute IMO. Not sure how it's Constitutional. Perhaps that's his angle, get this challenged in court by being pretending to be a rabid supporter of it.

Weird indeed.

The 1949 law they cited seems odd, and itself unconstitutional.
