The fact of the matter is that the UN shouldn't be concerned about isolated incidents like this. They should be concerned about human rights abuses in places like Mexico, North Korea, etc... not about someone getting killed by a police officer.
In this case, this is something that American's themselves should be addressing. Whether or not Mike Brown was a threat or not, I don't know. I do know that there are examples of officers playing nice and getting killed over it, and there are examples of officers being overzealous and killing innocent people. The data gathered in these situations should be transparent and easy to follow. If the officer broke protocol, it should be known. Just because he broke protocol doesn't mean he did anything wrong, but at least be transparent instead of making things look like a coverup.
