Appears to be a stand-alone track facility to north of football stadium in the master plan as well. I like it!

If you look close enough on the internet, there is a blueprint available of the football stadium at this location- it has been online for several weeks.

Yep, this exact location and design. It depends on which search engine you use and I had to find it on the images section, but it is publicly available online. Blueprint is not exactly the correct word, but it is a bit more detailed than the one on the news.

Facilities Master Plans are 25 year dreams. Before any project can receive state funding and/or be built, it has to be on the plan. As a result anything that MIGHT be a possibility needs to be on it. Otherwise if the University needed AND a donor wanted to fund X project and it wasn't on the plan there are a couple of years of hoops to jump through before Donor Project X can move forward.

I agree, but no chance. The Fine Arts Center was on the plan for 25 years before funded. Tennessee just doesn't fund higher education and when it does it prefers to fund community colleges.

The parking garage on the other end of campus might happen, I think that the students paid for the first one so they may fund the 2nd one also.

Given current scenarios, the parking garage on the other side of campus will happen IF AND ONLY IF

1. the State comes through with funding for the fine arts center

AND

2. the fine arts center is built in the parking lot in front of Dossett instead of the lot near the Millennium Center.

That scenario isn't likely.

ETSU currently has no parking problems and the lots near BoJangles, Knights, etc. go largely unused. The student garage also seems to always have open spaces.
