Rules question
A team, which will receive the opening kickoff in the second half, scores a TD on the final play of the first half and gets a 15 yd celebration penalty.

Normally that would be applied to the ensuing kickoff, but under the circumstances, that can't happen.

So does the defense get to choose to take the penalty on the extra point or moving the kick off up 15 yds at the start of the 2nd half?

Yes, I've seen it applied to the 2nd half kickoff in a game this year.

What Bullet said. Happened in a game last week with a personal foul penalty on the extra point.

The key is, if you score a TD or hit a field goal, with less than ten seconds (or so) left, you can take a free shot on the other team. You then have to kick off from the 20, but the other teams gets no time to do anything with it (unless they run it back on the kickoff).

Rules question
So if a team kicking off from the 20 shanks the kickoff out of bounds, does the previous penalty affect the procedure penalty on the kickoff?

No. The penalty has already been encforced. However the kicking out of bounds penalty has two possible penalties: ball at he 35 or five yards from the spot it went out.
