After Mexico City I don't see a market in Mexico or Central America that even allows for expansion beyond that. Honduras? Guatemala? No way. Europe is far more lucrative and if you are going to try a hail mary to get a team in a new place you want it to help leverage future growth.

Oh I realize Mexico has its own problems. I just think the logistics of Europe, namely travel (and time zones) make it close to impossible to actually be feasible. So if international is the goal, assuming Toronto is off limits, Mexico would be the next logical choice.

Now truthfully I think Mexico would be better for a baseball team. But that's anither animal.

The biggest long-term problem with having a MLB, NFL, or NBA team in Mexico is that any teams there will be, by far, the least attractive destinations for free agents, and the Mexican team(s) will have a very difficult time signing good free agents and keeping their best players from leaving.

NFL teams in Europe would have similar problems. London is a more attractive place to live than Mexico City, but it's also farther away, and has similar double/higher taxation issues among other things.

With all of those murders of tourists by cartels, I wouldn't go anywhere near it.
