I remember back In the Vietnam War Days the Hells Angels MC Had a standing offer to go as a fighting unit to take on the VC. But red tape because They were civilians wouldn't allow it. Most Angels were and maybe still are Veterans in those days. I believe that the Outlaws MC had a similar standing offer.

O'Reilly has already suggested that we hire a private army to fight ISIS.

It sounds like a good idea but what happens if they start to commit atrocities?

Mercenaries fighting on behalf of a government would then hold the government liable no?

Correct me if I'm wrong, but didn't a few people OPPOSE this idea when the idea of using Blackwater soldiers was brought up as a suggestion?

Government held liable? Only if the government allows someone to hold them liable.
