UCF has very little history. They haven't been in the top division 20 years yet. 1 bowl season does not make a "success."

Just like our football team, our basketball program is starting to rebuild. They have great new facilities. I expect we'll start running deep into tourney in the near future (or so I hope...lol).
Historically by any measure, Cincinnati is a more successful basketball program. Be it national championships, final fours, tournament appearances and overall success, all time ranking, number of times ranked, etc. The only edge Temple really has is all time wins, and overall winning percentage.

As a direct answer, of course it does, because there is very little history.
In that very short history they have amassed 4 conference titles and multiple division titles over several years, and several bowl games, not the one you suggest. That is success regardless to how you wish to slice it, no matter how short.
Yes I am aware they are young team however, in that very short period of time while in the FBS division, they have been pretty successful to include a BCS New Years win, a win countless schools can not claim.
Now the second half of your response I can buy.
