You might be thinking of the rail system that might go up in St Pete/Clearwater called Project Greenlight.

It's not just Orlando. Florida as a whole has done a horrific job at planning roads and mass transit options.

A big part of that was how much growth we have seen and the loss of tax revenue from the housing bust.

Remember, Orlando boomed AFTER most of the $$$ and Interstate Highways were built...hence leaving most/all highway projects to toll roads.

I used to cover tiny Lake Charles, LA...and they had not one but TWO Interstates in that town...while Orlando obviously has just one.

One of the things that was so great about Dublin (and other cities like Waterford, Cork, Galway, etc..) is that they are are compact cities...where most things are within either easy walking distance or a short cab/bus/train ride.

Orlando is far from that...which urban sprawl 30 plus miles in all directions...and as I stated...all that growth/sprawl came about AFTER all the Interstate $$$ dried up...and also why even a "bullet train" from Orlando to Tampa won't be successful since both cities have urban sprawl...and most can't get to a downtown train station or their final destination without driving to said station or driving a rental or getting a cab in the other city.

Also, Disney's huge resort (29 sq miles I think and far from downtown) gets over 45 Million visitors a year...most which never step foot in downtown Orlando...as Disney (and Mears) have fought even Airport to Disney trains...as both make huge $$$$ off transporting guests to Disney properties. (ie. Disney's free bus/luggage service if you stay at a Disney hotel)

You might be thinking of the rail system that might go up in St Pete/Clearwater called Project Greenlight.

And all the problems go back to unchecked urban sprawls. Builders building homes without central locations to shop so basically everyone has to drive for everything through poorly planned road ways. It's not just building more interstates. It's about poor to none urban planning.
