So he basically stepping on the IRS' toes. Because the IRS is so open to scrutiny.

Unless I am wrong, wasn't there a Congressional investigation of IRS picking on Conservatives? If so, isn't IRS violating something they claim they are NOT doing, that is persecuting conservative groups. Everyone should be upset, not just conservatives. What if a conservative President used theIRS to persecute the liberals or Progressives? Then, all the liberals and Progressives would be up in arms, if not protesting and creating street violence.
