Because liberals outnumber conservatives in California 3 to 1. They are also over run with illegal aliens that are indeed voting in their elections.

If you ank any liberal California poltician what will fix all of California's problems they say it's the bullet train, not reservoirs.

What has happened is environmentalists have gotten legislation passed that prohibits these sources from being used. So what water they can use is earmarked for the big cities..leaving the farmers in rural areas high and dry. Regardless of how green it looks on TV, most of California is located in the desert. Most of the water used has to be brought in from somewhere.
