GT projects $5.5M revenue increase for 2014-15
From "Big ACC distribution boost for upcoming Tech budget" on AJC.com:

This all sounds good.

What did he just say? Does this mean that revenue is flat in the OB semi years but then increases by $2M the next year, or just by $1M? I can't tell from this mess... apparently they teach Calculus at Georgia Tech but not English?

GT is unusual in that it talks in public about it's future athletic budget.
When smart public people talk about budgets in public, they do it after they have cooked the books a little and have underestimated revenue and overestimated costs.
If GT telegraphs too much revenue, it could harm donations. A good rule of thumb in the public sector is a 3.5 to 5% cushion on both ends that hopefully yields an annual excess of revenues over expenditures of 7 to 10% that you then hide in depreciation.

ESPN doesn't want the ACC to fail, so it will continue to increase pay to whatever the bare minimum is to protect its asset. I think the current set up with SEC (especially its Football) and ACC (especially its Basketball) is ESPN's best case scenario in terms of controlling content to distribute 12 months a year. JMO...
