I'd put Virginia Tech in their natural home, the ACC.

The Metro Conference also had studies into a new "Super conference" in 1990. The study was conducted by Raycom Sports. The conference would have included members of the Metro, Atlantic 10, and Big East conferences, but it was not clear if the conference would become a football-sponsoring conference as many of its members did in fact sponsor football but were either independents or belonged to other conferences. The original study plan also included Penn State.[1]

Why do so many of these include Clemson for an all-sports conference? Clemson is a football-only school. Their basketball has never been to a Final Four and hasn't won their conference since 1939. Heck, they only have 3 Sweet 16's.

Same with South Carolina & Georgia.

If you're going to leave Duke out of your conference because of weak football, you have to leave Clemson, Georgia, and South Carolina out because of weak basketball.

My picks:

Penn State
Syracuse
Pitt
Virginia Tech
Maryland
Virginia Tech
UNC

That's your core of 7 solid, geographically contiguous programs. From there, you choose additions based on your priorities.

If you want to consolidate your hold on that region, add:
8) Duke
9) UConn
10) NC State
11) UVA
12) Rutgers

If you want to cover more geography, add:
8) & 9) Ohio State & Michigan (both schools have more alums in NYC than in Chicago)
10) Florida
11) Tennessee
12) If you're willing to sacrifice basketball, then add Georgia. Otherwise add either Louisville or Georgia Tech.

But if we assume that core SEC & Big 10 schools aren't available & you want to expand the geography, then add:
8) Florida State
9) & 10) Cincinnati / Louisville
11) Georgia Tech
12) UConn
13) Miami
14) BC
