Well, Germany did start two world wars. That and the national team seems to flop a lot in the World Cup. Both valid reasons I supposed.

Our human intelligence (HUMINT) capability is a mess. We shut down HUMINT 20 years ago, then got caught unprepared for 9/11, and have been scurrying to rebuild it ever since. This is one more indication of the kinds of problems we are having. And we're flying blind in a lot of the Middle East, among other areas, because of it.
